Does the Utah conceal permit allow a MD resident to conceal carry in Virginia even if we don't have a MD CC permit?

At the present time the Utah CCP is recognized in VA. However, the Governor has announced that there will be changes to VA gun laws. I would recommend that you check out the VA State Police website regarding open carry, because some localities have restrictions against open carry.
