Article doesn't say why he is a former Trooper. Only 3 years on the job, something probably got him removed.

The article simply says he was stationed in that barracks from 2001 to 2004. Does that mean he was fired then or stationed elsewhere and fired later. And was he fired or did he quit?

Really, what's the point of adding the term "ex-trooper" to this story? The article doesn't expound on why the writer thought it necessary - maybe for page views?
