Yup. Those are the various versions of the PM. A lot of people fall into the trap of calling anything chambered for the 9mm Makarov cartridge a "Makarov"...which is equivalent to calling a Glock 19 a "Luger" because it's chambered for the 9mm Parabellum round.
The P-64 & Makarov are more alike than different. A better analogy would be to compare a Beretta 1951 to a Luger.
An East German Makarov will hold its value and therefore command a premium in any resale market better than the P-64.
If the OP has the finances, I'd suggest to buy both.
