Obama will never sign such a bill. National Reciprocity or DC legislation will have to wait until an R is in the WH and we manage to hold both houses of congress. It's been tried several times before with no success.
National Reciprocity may be the only way to drag MD to become shall issue IMO.
ETA the date on the Town Hall article was last January. Anyone have an update?
