As someone posted about DC politics before, they're in their own little special place.

I don't think she'll get it since she isn't "important" enough.
It'll be all like "Well, SHE didn't get it and she was semi-important, so you lowly people don't get it either."

I am in the minority that thinks she got it. She is high profile. DC knows that the answer will make the news. They will use her getting her permit the same way Maryland uses their low denial rate. See, we gave Emily a permit we are issuing them.
