Calling them "rail guns" is highly inaccurate. The term rail gun is limited to magneticly accelerated kinetic energy weapons firing solid metal projectiles of which all are currently in the design stage at best. Probably not feasible until we can design a small fusion powerplant to run it.

Navy's been working on a true rail gun for almost 10 years now, think they're on to Phase II right now.
Yep, Phase II began in 2012 per ONR info.
