    "Any person whose application for a handgun permit, or renewal of a permit, has been rejected or limited, or whose permit has been revoked may ask the board to review the decision of the superintendent of the Maryland State Police. The board can sustain, reverse, or modify the decision of the superintendent based on a hearing conducted to establish the facts."

    Dynamite. THIS is where MSP has been depriving people of their rights for decades. Restrictions without any factual underpinnings, despite MSP's obligation to investigate the applicant's situation.

    Sounds like if someone appears before the board they should bring their ENTIRE packet, including their initial application.

    There is something very wrong going on with the MDSP Licensing Division. Once or twice could be clerical error or some incompetency, but this is now every single case. Something that is - Internal Affairs worthy.

    MSP issues a former prosecutor an unrestricted permit based on clear and material threats to his life from an individual he prosecuted. Subsequently, MSP decides its a business only permit, absent a single factual finding.

    How do you spell "arbitrary and capricious?"
