Uh I can buy 100% lowers and "give" them to five non-prohibited persons reading this forum. As long as I accept ZERO compensation for them, the ATF specifically says that's OK. A quick read of page 4 on the 4473 describes this in clear detail and should make you feel much better. If there is ANY exchange of value for using your tools, I think you could get into trouble.

I'm only thinking of ATF. Sate laws and crossing state lines are another matter.

Ultimately, I would compare the cost of the mini-mill to the cost of a lawyer. Then do the right thing for you and your family. Just because your right doesn't mean it's not expensive to prove it.

I think your overthinking it. As long as you do not do any work on the lower, and are not "renting" your tools to everyone and anyone, you will be fine. Avoids the gray area completely.
