    Yeah, but you get that cool Seal of Approval look. If my ATF form is ever a court exhibit, I want a cool embossed circle on it!


    My office manager is a notary so I was just going to do it for good measure and for the coolness factor of having an embossed seal on the document.

    Before today’s hearing, my backup plan was to submit a Form 4 SBR and in the firearm description I was going to specifically note the the inclusion of a Binary Fire Trigger system, and note in the reason to list any lawful purpose and to comply with Maryland law.

    I figured that if somehow it did get approved I would actually have an ATF document stating approval of a firearm with a binary trigger device and in the meantime i would have documentation of an actual application. Downside is that it would cost $200. However that $200 would probably be better spend in MSI’s hands.

    And seriously, no one knows what the statute means. Quite seriously. Sending in the form may give you some kind of protection while the case is pending. It is not a cure all. But it better than doing nothing.

    Maryland Law Restricting “Rapid Fire Trigger Activators” Tuesday, April 24, 2018

    WASHINGTON – Today, Maryland Governor Larry Hogan signed into law Maryland Senate Bill 707. This new statute restricts possession in Maryland of “rapid fire trigger activators,” defined as any device, including a bump stock, that increases a firearm’s rate of fire, or the rate at which the trigger is activated. The statute specifically prohibits any person from transporting a rapid-fire trigger activator into Maryland, or manufacturing, possessing, selling, offering to sell, transferring, purchasing, or receiving a rapid-fire trigger activator in the State. The statute also contains a provision that purports to allow Maryland residents already in possession of a device covered by the law to continue to possess that device in Maryland if they file an application for “authorization” to possess the device with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) before October 1, 2018.

    Maryland residents who intend to file applications with ATF for “authorization” to possess devices covered by the statute should be aware that ATF is without legal authority to accept and process such an application. Consequently, ATF respectfully requests that Maryland residents not file applications or other requests for “authorization” from ATF to possess rapid fire trigger activators as defined in the State statute. Any such applications or requests will be returned to the applicant without action. ATF regrets any confusion and inconvenience caused by the provisions of the Maryland statute that mistakenly indicate ATF has the authority to approve possession of devices covered by the statute.

    Remember that this was just a hearing about a TRO, which is an extraordinary remedy that is not often granted. I was there and can tell you that not all hope is lost because the judge strongly intimated to the state that he has grave concerns about the vagueness of the law. He didn’t mention the takings issue at all but I think it goes without saying that he will find a clear taking.

    Sort of like why the ATF has NOT banned any of these devices and yet legislators think they can because of their brilliance. Or not. I refuse to be made a criminal by these people - which I believe is now their sole intention. This isn't for the children. The vagueness was on purpose. This is/was to create a vast swath of felons across this state. Nothing more. Nothing less. Prove me wrong.

    Of all the attempts to regulate us law abiding, this one has really gotten under my skin.

    I will be sending in my letter today. I didn't even realize the trigger spring kit I put in my P-64 could be banned by this stupid law.

    Red flag bill, "see judge this person is crazy, they applied to the Federal Government to have a rapid trigger pulling thing." - MD is a catch .22.
