No it isn't and while MSPD interpretatations are not legally binding it should be in the clear.
That said I was looking for one for a while but cant bring myself to pay above $1200 for one of these, a few members have offered me guns in the $1500/$1700 range. For $100 more you can get a M76 build with a better scope or a VEPR Druganov clone.

It "copies" the characteristics of an "assault weapon" in Maryland.
Stock, its overall length is under 29". It'd need another 2.8" to be legal.

Link is for the psl not the Dragunov.
Yup someone is trying to sell a PSL as a Dragunov................of course they are the same absolutely. That said according to MDSP the gun shown should be good to go.

This particular build is marked "FPK Dragonov" - as long as one knows that "FPK Dragonov" means "PSL" it is what it is. The GB seller lists it as "PSL/FPK Dragonov", he is not trying to sell it as anything other than what it is.
