I need some advice before I advertise some rifles for sale. I live in Charles County and would like some advice on the best/safest ways to do the transfer. If I do it it in the MSP parking lot I assume you would have to notify them beforehand? Any advice welcome.

If they're not regulated, face to face just about anywhere. Your driveway, for example. If you want to use a MSP Barrack parking lot for safety reasons, you don't have to notify them beforehand; I never have. I would ask for a copy of their drivers license and provide them with a bill of sale, but that's me.

Print out a 4473. Have them fill it out. Give them the gun. Easy peasy. Lying on the form is a felony. (I think). But tell the buyer it is anyway.
