    Now MSP says restrictions are to tailor use of permit under G&S. Wasn't it for public safety in prior cases?

    Also interesting that MSP does not consider an informal review as an extension of the Secretary's actions.

    Here is the law section he cited. No such language. Just made up on the fly crap

    Then what is it? It is an opportunity for the applicant and Secretary to come to an agreement and therefore would be a decision made by the Secretary.

    That is my thought as well, a chance for the applicant and the Secretary to continue the process of the application process

    I can appreciate the thorough "vetting" the board is conducting for the hearings, but this is really unnecessary. It the case of a permit holder, the MSP SHOULD have the burden to explain the need for restrictions, since they issued them.
