People were being advised not to do this, MSP does not make law.

Yep. I was among the many advising against It, because msp chose not to follow the law was no reason for people to take the chance. Was just posting an observation from that timeframe.

    Juuuuust over the line
I'm just asking, as the thought recently occurred to me. Does anyone think that the MSP/no HQL/pickup anyway thing might play into the Simmons database linkage? Sometime next year (or maybe in 20 years) when they get the program running, dates will be compared on the 77R and the HQL. Next comes a knock on the front door with "Good morning, Mr. Smith, we need to talk to you."

No matter what you think, you can count on the fact that Maryland has gun registration NOW, without consent.

Databases can be queried. You dont need a new program, or a linkage, just a new attorney general safely past the election with a bug up their ass.

NOTE I have again truncated the comments section to keep the file size down. Comments prior to February 2014 can be found on previous postings if anyone cares.

2/7 Comments. It appears as we approach the end the numbers are not jumping around as much which is how they should be, makes an interesting comparison with the earlier reports.
2/14 Comments. The numbers are jumping again! They managed to find 6,850 additional applications but it appears that at least most of these were already processed because their processed applications rate was over 1,300 per day which is more than double their previously reported high. However, at the same time the backlog was reduced at a rate that was fewer than any of the previous 5 weeks. The Backlog Projection was calculated based on backlog reduction rate not Processed applications rate to prevent people still waiting from getting their hopes up the other way it would be (12 days).
2/21 Comments. It looks like they didn’t find any more suddenly appearing applications.
2/28 Comments. Nothing outstanding. Projections look like this will all be finished in about a month.
3/07 Comments. Looks like things are slowing down at MSP. The slowest rate of application processing since December, the slowest backlog reductions since the January 3rd report and the Backlog Reduction number has hit a plateau, still 28 days remaining. Question: How long until I get my not disapproved? MSP "Three weeks!"

Post 9/19 or 9/20, when the 7 day release window closed for handguns- They must all regulated long guns or lowers. If thousands of regulated long guns were sold each of the last three days, they could be stuck on the 28th 29th 30h for a while.

I am trying not to read too much into the lack of 2ndary review date. Could be they are just being done as needed now not based on date order.

This past SAturday (03/08/14) I checked my current backlog of pre 10/01 apps; there's one that dates back to 06/05/13 and a multitude of apps beginning around mid July. I have also received apps back 01/02/14 that were submitted in late September.

Hmmmm... Sounds like they are holding completed applications and returning them in batches to you. There is something wrong with this picture if you haven't received any completed applications since 1/2. That's over 2 months, maybe they have a bin marked "Shooter's Discount" down there and it has to overflow before they send.

According to Cardin that would be 2 too many, think of the children. ;)

If only those darn impatient firearm purchasers had waited the entire 6 months to "get their guns", that number would be 0 because our way is foolproof.

Better yet, if we could just figure out a way to stop people from buying guns altogether, there would be no more crime (and pigs could fly, unicorns would rule the day and we could live in a completely non-violent world).

With approximately 200 apps still out, that Shooters Discount bin must be a BIG bin.

You fergot ".....and we'll all be holdin' hands and singing Kumbaya.":sad20:

I'm just asking, as the thought recently occurred to me. Does anyone think that the MSP/no HQL/pickup anyway thing might play into the Simmons database linkage? Sometime next year (or maybe in 20 years) when they get the program running, dates will be compared on the 77R and the HQL. Next comes a knock on the front door with "Good morning, Mr. Smith, we need to talk to you."

I asked fabs about that when I saw the Simmons bill, and he said the MSP advisory would create quite a ruckus if they ever tried to do that. Remember they can't use the 77R completion date anyway. The state agreed that 7 day releases were legItimate if they hadn't disapproved by then back in June, 2013.

Here's the penalty clause that applies to receiving without a HQL:

MD Code Pub. Safety. 5-143 Knowing participation in violation of subtitle (Maryland Code (2013 Edition))

    (a) Prohibited. -- Except as otherwise provided in this subtitle, a dealer or other person may not:

    (1) knowingly participate in the illegal sale, rental, transfer, purchase, possession, or receipt of a regulated firearm in violation of this subtitle; or

    (2) knowingly violate § 5-142 of this subtitle.

    (b) Penalty. -- A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $ 10,000 or both.

    (c) Separate crime. -- Each violation of this section is a separate crime

This is why I wasn't taking any chances and finished picking up any purchases before 9/1 last year....

    finally ND

Finally! Just found out from my FFL my ND came back from MDSP for my 9/19/13 purchase.

Had I known at the time, it would have been much quicker to wait until after 10/1 and just plunk down my military ID, would have gotten the ND in a week or so, and the line at the store would have been much shorter, too.

Ah, well, guess it's time for another new toy now. :)

    EDITORIAL COMMENTS

The slowest rate of application processing since December, the slowest backlog reductions since the January 3rd report and the Backlog Reduction number has hit a plateau, still 28 days remaining
3/14 Comments. They keep finding more applications. The law went into effect October 1st last year, they started reporting new application as of the first of this year separately and so far this year have found an additional 7,598. Interesting they also processed 46 more applications than the backlog was reduced?

    bawlmer, hon!

What pressure can we put on the clearly incompetent/illiterate legislator(s) who changed their vote? Nevermind the criminal apologists, but how can you be so incapable at doing the most basic part of your job (reading) that you miscast your vote?

Maybe next time there's an opportunity to change the state constitution, we should lobby to get a recall provision added.

Vote them out of office at the first opportunity.
