No, it wasn't, and since it was passed so late in the session it probably won't show up until the last bill signing session, unless he vetoes it.
Any measures that Hogan vetoes between now and April 30 must be taken up when the legislature reconvenes, but aides do not expect any vetoes in that period.
By law, both chambers will return to Annapolis, though the Senate session is expected to be pro forma and will only last a couple moments. It will not be a surprise if there are absences, particularly of lawmakers who live several hours from the State House.
Sounds like the Special session will be a day, maybe less.

That may be wildly optimistic given how fractured the Ds appear to be right now. IIRC the House has to achieve a majority vote to elect a new Speaker, and neither the Old Guard nor the Progressive D wings have enough votes to do that on their own. House Republicans may very well be the deciding votes because they can push either faction's preferred candidate over the top.
Maybe I'm oversimplifying and there are even more than two D factions strong enough to push viable candidates (apparently 3 have publicly announced so far). Regardless, the fight will be a fun spectator sport while it lasts.
The Governor's office has a website posting the bills he has signed so far. Using Ctrl+F within the various PDFs to search for "public" is effective at highlighting the Public Safety bills.

I sure don't see where he has signed SB1000 nor is on the list to be signed.
