The advice from other members regarding transfer through an FFL with a NICS for Hi Point carbines is correct (at least today).
As I cautioned you in my earlier post, Monkey Guns are like rabbits - they multiply quickly.
Once you have a 9mm Monkey Gun, you will soon want one in .380acp, 40 S&W and 45acp. Monkey guns like having friends.
It just happens that way... You can ask me and my Hooligan friends how we know.

Legally, yes. However, check with the FFL. Some FFLs get weird when dealing with Marylanders.
