According to sources DC Police have agreed to allow MPDC Reserve Officers the ability to carry off-duty.

Apparently, DC didn't allow otherwise qualified reserve officers to carry off-duty within DC, until this change.
It would appear LEOSA only applies to areas outside of your area of jurisdiction. Within your area of jurisdiction, your organization has full authority to regulate off duty carry?

Of course he was. With me. He's friends with the guy in charge of the dc program. TSA's LEOSA card machine has been inop since January. So he got his own card lol.wow, were they ever a LEO anywhere? or is this one of those "connected" folks?

No. They don't issue cards, they just do the quals. You need to bring your own card.You can get it from ANY department that offers the course
