    Cool! They made it a sticky! I never got a sticky before. ;)

    I requested it to be a sticky that same day and I think it became one on day two, so this has been a sticky for a while now, and deservedly so. :)

    Is there a reason why they cannot offer the app in pdf? Is it watermarked or something? Maybe its there way of regulating flow into their processing centers? Just curious. Never have seen this form but, would like to very soon!

    In filling out my 7CR, do I leave a copy with the CLEO and let him send it in (or does he send it in?) or do I have him sign it and send it in with my copy? The instructions imply that I just leave it with them.

    can you buy a c&r handgun from a non-ffl out of state? i want to buy a walther p-38 from a guy in IL and i dont know if he has an ffl but since i am one and its going to me is this kosher?

    Yes, I have bought maybe a third of my C&R guns from private paries in another state. You need a copy of their Identification for your bound book though.
    They cannot mail a modern handgun USPS, it would have to be by UPS. Send them an unsigned copy of your FFL to make it easier for them at the UPS place because sometimes the person behind the counter will only let them (if they told them there is a handgun in the package like they are supposed to) ship with proof it is going to an FFL.

In the non-license box on the A & D log page from the ATF book, it says "DL No. or other ID (record source)". I was thinking you could write 'DL' or 'State ID' after the number, but "record source" may mean an actual copy.

    Didn't see anything else in the ATF book.

    Also, novus, why an *unsigned* copy of your FFL? iIthought it was proper to send people shipping guns to you a *signed* copy of your C&R..

    I am getting ready to mail in my collectors paperwork. I saw 2 posts saying you need to fax it, the rest say mail it. Which is correct? I do have the updated address if mailing it is the way to go.

    To make sure I looked it up for accuracy's sake and to get it right. This is what the ATF regulations state:
    (f) Firearms receipt and disposition
    by licensed collectors. Each licensed
    collector shall enter into a record each
    receipt and disposition of firearms curios
    or relics. The record required by this paragraph
    shall be maintained in bound form
    under the format prescribed below. The
    purchase or other acquisition of a curio or
    relic shall, except as provided in paragraph
    (g) of this section, be recorded not
    later than the close of the next business
    day following the date of such purchase or
    other acquisition. The record shall show
    the date of receipt, the name and address
    or the name and license number of the
    person from whom received
    , the name of
    the manufacturer and importer (if any), the
    model, serial number, type, and the caliber
    or gauge of the firearm curio or relic. The
    sale or other disposition of a curio or relic
    shall be recorded by the licensed collector
    not later than 7 days following the date of
    such transaction. When such disposition is
    made to a licensee, the commercial record
    of the transaction shall be retained, until
    the transaction is recorded, separate from
    other commercial documents maintained
    by the licensee, and be readily available
    for inspection. The record shall show the
    date of the sale or other disposition of
    each firearm curio or relic, the name and
    address of the person to whom the firearm
    curio or relic is transferred, or the name
    and license number of the person to whom
    transferred if such person is a licensee,
    and the date of birth of the transferee if
    other than a licensee. In addition, the licensee
    shall—
    (1) Cause the transferee, if other
    than a licensee, to be identified in any
    manner customarily used in commercial
    transactions (e.g., a driver’s license),
    and note on the record the method
    used, and
    (2) In the case of a transferee who is
    an alien legally in the United States and
    who is other than a licensee—
    (i) Verify the identity of the transferee
    by examining an identification
    document (as defined in § 478.11),
    and

    So it seems to me the way I read it that you just need the name and address and no license number for acquisitions from non-licensees (phew!! I have a few like that too. Good to know I was not violating a rule)

    For the MD designated collector's status you can either mail it or fax it, but if you fax it the notary public has to use a rubber stamp instead of the embossed one so it shows up in the fax, as I gather.
