    Practical Police Course (PPC) - Livefire Qualification

    The LiveFire Course laid out by the Maryland State Police for anyone who wants to qualify as a Handgun Instructor or profession that requires licensing.

    Practical Police Course for Qualified Handgun Instructors

    Total Rounds: 50..........................................Required equipment: Pistol / Revolver
    Scoring: B-27 target.....................................50 rounds of ammunition, holster,
    X,10,9,8 Ring = 5 PTS...................................2 magazines if semi-automatic pistol.
    7 Ring = 4 PTS
    Rest of silhouette = 3 PTS.............................Total Possible Score: 250
    Minimum Passing: 175= 70%, 200=80%

    Pistols: Fill 2 magazines – 5 rounds each

    3 Yard – 5 Rds –Point Shoulder - One Hand Strong

    Command – Routine Load 5 rounds and Holster
    Command – When targets face – Draw and fire 2 rds. in 4 secs., cover, scan and holster.
    Command – When targets face – Draw and fire 3 rds. in 6 secs.
    Command – Perform a dry re-load, cover, scan and holster.

    3 Yard – 5 Rds –Point Shoulder - One Hand Strong

    Command – When targets face – Draw and fire 2 rds. in 4 secs., cover, scan and holster.

    Command – When targets face – Fire 2 rds. in 6 secs., continue to cover the target area
    Command – When targets face – Fire 3 rds. in 6 secs.
    Command – While still kneeling, perform a dry re-load and Holster before standing up
    Command – Assume a strong side start position.
    Command – When targets face – Seek cover standing SH barricade, draw, cover target area
    Command – When targets face – Fire 2 rds. in 6 secs., continue to cover the target area
    Command – When targets face – Fire 3 rds. in 6 secs.
    Command – Clear, inspect and holster an empty weapon

    So, one instructor is running the course to certify someone else to be an instructor?

    One Instructor can run the course, and signs off on the MSP application form that the participant has passed or not passed the course.

    The MSP certifies the participant to become an instructor based on the documentation submitted.

    The instructors only does the qualifications. Signed off that the applicant passed the live fire part (80% or higher). Its up to msp to approved the applicant to be an instructor.

    In order to be an instructor, the person must also have demonstrated the ability to instruct (i.e. hold an NRA Basic Pistol Instructor certification) and to be able to conduct the classroom/lecture portion of the MSP class (use of force by law enforcement/security personnel, use of non-lethal force, etc).

    It takes more than just passing the live fire portion to become a Maryland Certified Handgun Instructor. I did an initial 8 hour class for the folks at the Frederick MD IWLA. They have since expanded it and have an actual course booklet that they use for the class. You can find out more information at www.kelkye.com (Ben Kelkye's site).

    The OP was to post up the new livefire document from the MSP email this morning, instead of going through the entire MSP-QHI cirriculum.

    So pontential participants can practice based on the published guidance, to remove the mystique from the process.

    In the 1930s when the origional PPC was developed by the FBI , it was indeed Practical Pistol Course. ( And at the time it was a quantum leap foreward in LE training.)

    In the years since it has become a generic acronym , with any number of agencies and other bodies having their own version of the initials. Likewise an infinate variation on the details of the course of fire.

    In MD certifications when needed , there is no single statewide course of fire. Each certified Instructor may devise what they believe to be a suitable course of fire , and submit it to MSP for aproval. Obviously their own instructor COF would be acceptable for a default.

    If you analyze it , it is designed to be nuetral for semis , 6 shot revolvers , and 5 shot revolvers. Organizations that don't issue/ authorize 5 shots typically have a COF built around a 6 shot capacity.

    For many years the old FBI "Tactical Revolver Course" aka TRC was very wide spread , if not an absolute majority , certainly the most used single COF .

    Who can conduct this course?

    I can and I have done it several times for those who need to get either the initial or renewal classes to become armed security guards, private security, special police, etc.

    I also offer the Qualified Handgun instructor class (as I did for the folks at the Frederick IWLA a few month ago). If you are already a vetted instructor (NRA or another certified and verifiable source), the class takes about 6-8 hours, including range time (see the original post for the PPC).
