there's gotta be a way....he might be elected, but surely, IF hes not doing the job, violated the law, ect..there has to be a way to remove him/her

It means "don't take a loaded pistol to the range". Unloaded with ammo nearby is fine. Were you in the habit of throwing loaded guns in your trunk?
