Because it is unclear wether *Capitol Region* refers to Md's Capitol ie Annapolis area , or the US Capitol aka Washington DC suburban region.

I don't even concider that to be SOMD - it is an hour away from real SOMD. The Waldorf area is just Prince Georges South.
