Poor C&R Collector
Eureka! I got it!
They can't relax this requirement because they would miss us coming down there every year way too much and then they'd have to find a new underclass to kick around.
She cracks me up!!!

Think '60s.
I think it was around 1972. Interestingly, since that time the number of gun related crimes has increased.....
OK, it is not interesting to those of us who understand the issue.
In 1972, Maryland made it so that only a citizen with a “good and substantial reason” could carry a concealed handgun in public, and any person caught illegally possessing a handgun would be sentenced to jail.
It is much simpler than that.
Anyone with a firearm that is not a police officer potentially or already is a criminal in their minds. By allowing less guns on the street, they have less crime. They are probably baffled by the results, so they just keep trying to find more ways to solve the problem by taking guns off the street from people that follow the law.
I know this because the MSP said this in their written testimony against removing the G&S requirement the other day:
"...the good-and-substantial-reason requirement advances the objectives of protecting public safety and preventing crime because it reduces the number of handguns carried in public"
