    From the ATF C&R list:

Makarov, pistol, Russian and East German, caliber 9mm Makarov.

I asked a seller on Gun Broker about a Makarov 9X18 caliber, model IJ-70. Made in Russia by Imez and was told it is not C&R.

What I'm I missing on which Makarov's are eligible?

Any Mak made by IMEZ is commercial. YOu'll have to find a Soviet Former Military Makarov which is C&R. You can tell the difference...the Commercial Mak have a dull finish and the bottom of the bbl Mak made. IF you can find an E. German you'll be pleased

I do not know any other pistol that falls into all four categories:

    - C&R (Soviet, EG)
    - Regulated, grandfathered MD roster (Bulgarian, before 1985)
    - Regulated, in MD roster (Russian commercial)
    - Non transferable in MD (Bulgarian, 1985 and after)

Pistols, which fall into each of the categories, consist of the same parts, with all parts interchangeable between them.
