To be fair, MCPD typically doesn't want MCFR in the middle of dynamic situations. If the guy was ramming another car, and potentially refusing to roll down his window, I think I would probably define it as a "dynamic situation." I also think this is fair, considering that MCPD has body armor and MCFR does not.

BTW, never pre-judge a situation based on a media report. The cop could be way out of line or he could've done the right thing. Listening to the media will never give us the full scoop.
