The House passed HB0786 neutered a bit (long gun qualification license removed), but it came out of the Senate back to the House amended in a fashion that did not please her royal sponsorness, Del. Atterbeary. They fought and the bill died when time in the session ran out.

Original version made it harder to buy a rifle/shotgun than a handgun. I think that's what he was trying to say.
