    I have a Russian Makarov that I want to sell. Since it is a C&R designated pistol how do I go about selling it to a person with that license. Can you just meet in a parking lot look at the license, give it to him and move on or what, thanks guys.

    You would have to meet out of state to sell it to another Maryland FFL 3 license holder, I believe if you do the transfer instate, it has to go through the normal 7 day waiting period and BG check.

    Just meet over state line exchange copy of license and that's it. In state have to go thru msp except buyer doesn't need hql

    I do not have any licenses. No ffl or C&R. Can I still meet a C&R holder out of state and sell it right there legally

    Yes. The 27 CFR says that a Licensee may acquire a firearm anywhere you just need to get the data from the person for your bound book. That said, it doesn't apply to states like Maryland, Cali, NY and the other few bastions of communism.

    He doesn't have a bound book. He has no ffl of any kind.

    So nothing has changed in order for me to sell this pistol, I must meet even a c&r holder at a gun shop or state police barracks. Not over the state lines. Since I have no licenses.

    No, I was was just commenting on the "bound book" comment. I don't want to comment on the C&R holder buying anywhere part. I know it is true for the most part for long guns but as he points out, some states don't recognize C&R, and some force handgun sales to go through type 01 FFLs only.

    Another thread that may be misstated and confusing for pages. Certainly sales of C & R guns have been previously discussed once or twice. We'd be doing our membership a great service by encouraging them to Search for answers to questions that have been answered ad nauseam. Searching is an acquired skill that teaches people to ask the best question to get the best answer

    The OP failed to note that, although his his gun may be C & R, HE does not have an FFL03.
    One response quoted CFR regarding licensee even after the OP stated he has no license.

    An incomplete/inadequate question should cause for further questions of clarification before answers

    I think that any FFL 03 can buy any C&R handgun or long gun from any, non FFL, face to face outside of MD.

    No. The C&R rules allow states to make up more restrictive rules on this. In some states you cannot legally do this has as already been pointed out.

    (What Ted Said ) as regards to Federal law . Individual states may further regulate purchases by their Citizens AND what transactions may occur within their borders.

    "A licensed collector may acquire curios and relics at any location, and dispose of curios and relics to any licensee or to other persons who are residents of the State where collector's license is held and the disposition is made"

    A license issued under this part confers no right or privilege to conduct business or activity contrary to State or other law. The holder of such a license is not by reason of the rights and privileges granted by that license immune from punishment for operating a firearm or ammunition business or activity in violation of the provisions of any State or other law.
