They've all been rearsenaled at least once. There are no "original", as in "unaltered since the day it came from the manufacturer" rifles coming out of CMP. Haven't been for probably decades. Correct Grade, Special, Collector = simply means CMP swapped parts around to get something they could sell for more $.
CMP has lost the original intent and runs like a for profit business.
And yes, you sign a paper that says you agree to purchase for personal use only, not commercial. That was intended to prevent mass purchasing and resale for profit, but no one polices it.
On another website guys were coming up with all sorts of excuses why it was ok for them to buy a dozen and resell at gunshows or auction sites. Full of garbage, trying to twist words. But the paper you sign says "personal use". That technically makes those resellers in violation of a Federal MOA or contract. That should include a big fine or jail time.

At minimum prohibit someone from making another CMP purchase. That would be enough to satisfy me.

Not sure where you get your inof but you are incorrect. CMP is not in the business of building Correct and Collector Grades. When rifles are inspected it is possible a small parts may be repalc ed to make a riofle Correct.
Collector grades are unmolested, untouched, and both have been for sale in the Stores lately in very limited quantity

Sorry, I don't know what planet you are living on, but on planet Earth, the CMP is not receiving unmolested rifles from foreign lend-lease returns.
They make them up from the better rifles, but they don't come in the way they are sold.

Ever worked with the Danish, Greek, Taiwanese, or Korean Armies or Marines? The reserves have beat those rifles to crap.
The best of them are the Thai Royal Gaurd rifles, and they are still using them.

Actually I live less than 2 hours from the North Store
Here is a picture of a rack of unissued, unfired Post War Garands . These are not built or touched by CMP, they are just as they were received from the Army

Just becuase rifles were loaned does not mean these countries ever used them. The above are Greek returns
CMP also has rifles that were never leaned and never left the US
You need to do alittle more research, never say never.

The Greek returns were the exception, there were many unused 1950's Garands in the returns, some still brand new in their foil wrap. The Correct and Collector grade Greek returns were true all original unmolested Garands.

They do that, they have a yearly limit. Once you buy 8 then you cant buy till next year. At least that is what the email i got last said

I think he meant if you were caught buying for resale instead of "personal use" you should be banned for life. And I agree besides many doing that are also in violation of ATF rules about being "in the Business" of buying and selling without an FFL license. Without the resales there would be a lot more available for people who want them for themselves.

What do you expect CMP to do, police all the gunshows etc looking for resellers?
The director of operations has stated before that if they had proof of reselling for nothing more than profit they would and have banned people from future purchases. As I remember he said less than a few percent of the buyers made multiple purchases?
This being said you do not have to take your rifles to the grave with you. Once purchased they are your property and you can do with them as you please
