    Currently Montana law is far from Draconian.

    Readily obtained Shall Issue , Concealed Carry w/o Permit outside of city boundaries ( 99% plus of the state, and OC everywhere .
     
    Complaints aside, the loosening of carry laws over the last decade has been breath-taking. There's a clear divide in the country over the topic, and the citizens are voting with their dollars to choose firearms over wishful thinking. Their legislators are not too far behind, as they all see where the crowd is heading. Soon they'll manage to catch up and lead them where they're already headed. ...are aiding and advancing the spread of CCW/Constitutional Carry.

    Since I'm new to this arena and only a little familiar with laws outside of MD (and frankly the ones inside MD still baffle me a bit)...

    Would it take a constitutional amendment to make Carry Permits (concealed or otherwise) a must-issue thing nationwide or could it be done with legislation?

    We already have that Constitutional Amendment. It's the Second. We need the Courts to state the obvious.

    Montana’s bill is headed to the Governor and Utah’s is heading to the House for concurrence, then onto the Governor.
    2021 looks to be a great year for constitutional carry already.

    @ El Gato - We're mostly Bill of Rights purists around here , and believe that the Constitution actually means what it says . Which it indeed does .

    That said , what is currently being litigated ( including the most recent case to which MSI is party to ) are seeking results to mandate the Availability of Shall Issue at minimum .

    Yes . A significant number of Utah residents will still wish Permits in order to have reciprosity when they go out of state .

    Utah's bill just cleared final passage through the legislature and is headed to the governor for signature!

    Seems like the Montana Bill has cleared final passage through the legislature heading the governor's way.

    When is South Carolina going to get their act together and at least accept NR permits or allow NRs to apply for an SC permit? And handgun open carry for that. What is holding them back? Old boy souther shit?

    Answer would be a SCOTUS ruling affirming public carry through shall issue at a minimum

    The thing is, actual SC Residents ( aka Voters ) don't think they have a problem . They have easy Shall Issue .

    No State based 2A Org has taken the banner up for visitors with enough fervor to counter act the political influence of SLED .

    ( And South Carolinians probably feel about the same about Atlanta residents , as Pennsylvanians feel about NYC residents .)
