Its a SBR as shown. Not really legal in MD anymore unless you can get to 29" OAL (and the obvious $200 tax stamp.) There are 16" 'rifle' barrels and such for glocks/others so that they are not SBRs too. Those will almost assuredly get you over the 29" limit too.
There are kits with legal length rifle barrels that use your Glock frame. And they get good reviews.

ok so basically if in its completed form it meets normal carbine requirements its legal. thanks fellas

Any paperwork needed to use this in MD assuming Glock CCU specs of barrel 16.25" + Telestock OAL in 25.375" max 34"?
Nope.
But, personal opinion: you may as well buy a real PCC and save yourself a bunch of money.
