    It depends...when it comes to Class 3 firearms the MSP has declared themselves to the be the CLEO. Locally for a FFL it might be a Chief of Police if you're within an incorporated city...otherwise I would think the Sheriff but some County Police may declare themselves as the anointed ones. You're going to have to ask the local law enforcement agencies for an answer.

    It could well be a county-by-county thing...Maryland isn't gonna be helpful regardless.

    I send it to the County Sheriff. By definition, they have the most authority in law enforcement. Not sure it really matters though. My buddy in Prince Garbage County sent one to the Sheriff and one to the Chief (separate ATF forms).

    Chief Law Enforcement Officer - The Chief of Police, Sheriff, or an equivalent designee of such individual, of the locality in which the premises
    sought to be licensed, is located.

    Looks like it's either/or.

    Does this also apply to a C&R application? Sheriff or County Police? Does it matter much?

    C&R I've always sent to the county chief or sheriff

    I questioned in another thread who the CLEO is for Class 3 items now that the procedure has switched from approval to advisory. Does MSP care anymore?

    I doubt it. It seems to be just a polite notification.

    Unless they know you to be an evil SOB, and want to talk to ATF about you, or if there's some local ordinance that would make licensure illegal (just guessing here, never heard of either scenario in real life), there's no reason for them not to chuck it in the circular file.
