I have a OBD programming setup and cable as well as wheel locks. The wheel locks are Gorilla PN 73631T and are brand new. We had 2010 Highlander with the alloy wheels. I used the OBD program to disable the seatbelt warning. It gives you access to ever but you can definitely mess things up if you don't know what you're getting into.

Free and I'll even cover shipping.
