New ruling on gun ownership

I didn't see this elsewhere and thought it had national implications since it was a Federal court.

It also ruled in favor of Julio Suarez, who pleaded guilty in Maryland to misdemeanor possession of a handgun without a license, a conviction that could have sent him to jail for three years. He received a suspended sentence and a fine.

Any idea what THAT gibberish means?

Reporters often produce garbled nonsense based on their own ignorance, but what could that mean?

Could it mean carrying without a permit? I can't think of any other possibility.

I read somewhere that the gov might ask for cert from SCOTUS about this since the the judges voted 8 to 7 on this and the judges who voted for to restore the 2A rights were divided on their reasoning why to restore them.
