    Actually, I've owned several boats, all of them were registered in DE. If you predominantly launch and use your boat in DE it's perfectly legal.

    Fishing Liscense are heading the same way from what I understand. I went and renewed mine @ a local shop. There is a "service fee" that you get added if you do it from your home computer with the using of your credit card (adding another % on it). The plan is for it to be only done online and I was told that they will somehow adding it your driver's liscense data base. (which will prob. require purchasing a whole new computer program system for the state that is going broke)
