    Has anyone at MSI done good solid research into why the law was changed in 1972? I want to know if solid evidence exists that shows racial bias behind it.

    As to open carry, the MD transplants in southern York county PA don't seem to have a problem with it. You would think with so many from the Baltimore metro area, that they would be real anti gun en mass and the county would have a big MWAG call problem.

    Thats a good question. In PA permits are handed out by individual counties sheriff's while in MD permits are regulated by the state. Socialism at its finest.

    Wow, i didn't know PA was like that. I know New York and California are up the sheriff's also.

    I mean, CALIFORNIA and NEW YORK can get CCW what kind of crock and is that. At least Cali has some form of OC.

    PA is Shall-Issue CC, CA is May-Issue CC. One of the problems in IA (May-Issue) with 99 Counties there were 99 sets of rules for who gets CC:

    I've offered my service, but no one wants a 70 year old veteran certified for armed courier service, DNR certified range officer, or holder of seven out-of-state permits, for which none of the states had issue problems. Hell, in Vermont I could be an armed reserve officer without a glitch.
