Not Disapproved on a Sunday...Can I pickup?

    This was a transfer, still bound by current laws.



    Initiated last Saturday evening, but MSP fee paid & official process started last Sunday...12/9/2018



    Email received this morning, the 7th day, 12/16/2018 stating Not Disapproved



    Picked up firearm today

    I think you’re fine as Sunday was the 8th day. I agree according to the wording on the old 77r nothing precludes a Sunday pickup if 7 days have elapsed

    Not to mention you already have the gun!

    Just an XD9. It's similar to my first HQL purchase, that I later sold, and regretted.

    I think thats the image of the 77r I clipped back in 2014, amazing how long stuff lasts around here. I bought that gun at a Dealer that "retired" shortly after 2013 fiasco.

    Question I have is: where in statute or COMAR is that bullet actually supported? The OP sunday pick-up question relates to the computation period for the 7 day wait.

    The back of a 77r is not law or regulation. It may have been procedure to calculate the computation period this way for a long time, but what supports it other than MSP says so?

    I looked around over the weekend I cannot find it in COMAR or statute.

    I'd like to believe that they are doing us a favor, but my gut tells me this was not supported by law or regulation, and with the new 77e they are getting ahead of a lawsuit. The "theory" ** of the 7day wait was to allow time to process the application (hence business days). The new all-electronic process gives them no excuse. I think that they are processing over 95% in a few days now.



    ** now they argue "cooling off period" as justification.

    One thing to remember, when the waiting period was passed, everything was by US Postal Service mail. And mail did not go on Sundays and holidays. So the 7th day policy for Sunday and holidays, could be to avoid counting them for automatic release, when the Disapproved letter could be waiting to be delivered.
