What kind of a muzzle device is this?

Supposedly a pre-ban HBAR. Looks like a flash hider cover on a flash hider (?) No bayonet lug? [EDIT] I should say muzzle device.

Looks like one of those things they used to attach to Tavors to make them legal, before IWI came out with the MD compliant model.

Maybe something to make it of legal barrel length.

At first it looked like a plastic cover that I had on an m16a2...it kept the bore from getting sand/dirt in it and was supposed to come clean off with the first shot fired. It didn't-just melted onto the birdcage flash hider during a firefight and I wound up cutting it off with a swiss army knife.

Have you ever seen that before? A look alike muzzle device that meets post ban requirements? This is new to me.

[EDIT] So I guess this is a pinned and welded "brake"?

Here is another interesting point; the rifle in the pic has a pre-ban serial, i.e., it is in the MH086020 and below range. So I am thinking it's a pre-ban lower with a post ban upper, or, was modified to conform to a ban state configuration. I'll bet the muzzle device is permanently attached.
