I believe you would have to have been the owner prior to 2013 in order to do so in MD. Someone will be along to correct me if I’m wrong.
Answer is no. It's not a question of whether or not the receiver was manufactured before 2013, but rather when you acquired it.
ETA: as others have noted, the "pre-ban" they're referring to in the listing is the Biden/Clinton AWB of 1994.

Do these pre-94 lowers have some special significance in a particular state? I’m not understanding why it’s worth so much.
In Massachusetts the Assault Weapon Ban was kept in place so only pre/ban can be bought.
The reason it is so expensive is the extra cost of the 7 year old receipt.
