I'm new to this area and don't know if there are trusted gunsmiths out in Harford Co area. Does anyone have any suggestions? I have a cylinder latch that appears to be bound up and won't move.

Most probably the ejector rod has unscrewed itself to the extent the OAL is too long to open .

I don't think so. The lever to open the cylinder won't budge. Not rusted or anything like that. Something is bound up internally preventing the lever to be moved at all.
