The handgun is simply for some range time and HD. That's why I was looking at the SW9VE. Anyone personally own one?

I have a SW9VE. Its a great gun for the price, never had any troubles.
Guys don't like them because of the heavy trigger pull, about 10.5 pounds.
It is heavy esspecially if you are used to a better trigger but if you are not then it just a little heavy. I like mine for HD because I know I won't pull the trigger from nerves accidently etc. They built this gun to be this way. other than that its a fine pistol.

I here the SD9 is simular with some trigger improvements, around 8 pounds.

I'm on a budget in the $400-$450 range and I've been looking at different types of semi autos preferably in 9mm. So far the SW9VE, Ruger SR9, and Stoeger Cougar. Maybe buy a used one? If so from where?

Anyone have any other options or opinions what to look for?

Used Glock should fall into that price range. Anywhere..

I don't have a S&W but do have the Sr9 and Glock in 9mm and both are fine guns.
Don't be over concerend with how the trigger feels for a HD pistol.
After all in a SHTF moment in the middle of the night.
You'll never notice if the trigger felt notchy, heavy, gritty or had too much take up.
Improving the trigger is great for a double duty range gun.
But don't let it be the deciding factor for a HD gun.:)

I will respectfully disagree. The last thing you need in a tense situation is a crappy trigger pulling your gun off of the target. It's going to be hard enough keeping your pistol steady with the adrenaline going without having to worry about a crappy trigger making you miss.

Spend $30 to get a C&R, then order a Walther P1, or P38, or CZ82 (9mm Mak). It'll ship right to your door within 2 days, no extra MSP BS, or waiting periods. They you can begin your life of poverty as a C&R holder, as you house gradually fills up with enfields, mosins, M1s, 03s, and many many more.
