    it looks like the 'possession' part has been taken out of the awb and silencer bans.

    That is strange indeed. Also, it's only illegal to sell or transfer one if you can do so in accordance with the NFA. So if you make one in violation of the NFA, VA doesn't care??

    There is zero mention of Machine Guns in this bill. So if you scratch the semi markings off the lower, so it's only auto or burst, that might fly. Right up until they see that lots of those MG parts could also be used in an assault weapon.

    Man, they wouldn't even do that one in MD because they knew how many people they'd turn into accidental felons. That's just a heinous bill.

    You can bet your @ss they will now. No state writes this crap alone, they copy and modify everything that has passed elsewhere and see if it will stick.

    Nah, the previous problem wasn't that it would or would not stick in court, it's that it was going to criminalize a bunch of people in certain jurisdictions who don't really need more help becoming criminals. When that was brought up, the sponsors withdrew it.

    I have come to the conclusion that the MGA does not care if they make more criminals in any jurisdiction. Some of the bills being heard this year do a good job of making a lot of innocent people criminals by October 1, 2020 if they go through. After witnessing how some members of committee pay more attention to their cell phones, laptops and chat with one another, chuckling while I am speaking, it is clear who has made up their minds and who is listening.

    It's badly written and probably is not worth trying to interpret right now. This bill is going to go through another round of edits when it hits the House proper, guaranteed.

    Although, hilarity time: from the way I'm reading the bill as currently written, you could buy an AR receiver in VA, build it out into a banned config in West Virginia, and then bring it back. Or, better, buy a ban-config rifle in VA, de-ban it in WV, and then bring it back in. Fun times. MD saw that one coming, which is why they built in a grandfathering clause on possession.

    There were concerns raised by ( Maryland) Senators in the hearing for SB 273 , that it would incarcerate too many people .

    It's only an issue if they are already criminals .

    well, the va reps pretty much ignored tens of thousands of us marching on richmond and then ignored the vast majority of counties that became 2a sanctuaries. so yeah ,their mind is made up, damn the torpedoes, full speed ahead on decimating the 2a.

    Does the rifle have a flash hider? Barrel Shroud? Gasp.... Pistol Grip?

    Alexander Arms website says the round is designed to defeat body armor. I think that's in another bill.

    There's always the chance to extend the magazine with something like this:

    I'm sure they'll won't care that it won't feed reliably.

    Even a 10 round Glock mag has 12 round extenders available.

    You don't need the extender, just a 'part', like your 10 rounder.

    So if I can't "transfer a silencer in accordance with the provisions of the National Firearms Act" , it's not covered in this bill??

    I thought committees were supposed to get these bills past the rough draft phase.

    The loophole you read collapses when you get to the part about possession of 'parts'. An AR receiver that you planned to use as part of a bolt gun build is a 'part' that could be used to construct an assault weapon. You don't need to have all of the parts.

    Disagree. Parts are not firearms, and the wording makes that pretty clear by implication. Anyways, you can still de-ban a banned gun by just buying the parts and installing them out of state.

    i don't know what 'de-ban' and 'out of state' this and that is. maybe you guys are talking about md? under the current va house bill 961, you cannot buy or transfer in most all semi's, parts for them, suppressors, etc. buy it all now before the bans go into effect.

    if you don't have a can before this bills goes into place, you cannot have a can after it goes into place. you cannot purchase, manufacture or import one. the 'transfer' language appears to relate to transferring it out of state.
