    Hello,

    Can a person without an 01 or 03 FFL ship a C&R rifle to me from another state? I have an 03 C&R FFL. I mean is it legal to do so?

    Yes, absolutely. Just give him a copy of your license and log it in your book like any other c&r purchasee.
