    How does it work legally in Maryland if you want to build your own rifle starting with an 80% upper?

    The purchase date/origin of manufacturer of an upper has no bearing on its legality in the state of MD. It can be polymer, steel, aluminum, cast, forged, or machined and they are all treated the same the upper Is not treated as a regulated firearm and is the same as any other non serialized item.

    Also, I believe that they make 80% receivers for the 10/22. Don't know if you would classify that as an upper or lower.
