    Mayland's states attorney argued that there is no evidence that Maryland citizens rights were affected since they didn't actually go through the HQL process.

    They (Maryland) used the following previous case to make that aforementioned point:

    I believe there point was that if we never tried to get a HQL license in the first place, your rights were never violated, thus Maryland Citizens lack any grounds to argue that their rights are not being violated.
