Thing is, at this point, felons are still prohibited from possession, and 80% dealers are some of the most vocal 2A proponents out there. If that dealer in Gettysburg is who I think it is, he has given a lot of tips to police, as have others to actually enforce laws and catch criminals, while 99% of everything he sells goes to law abiding hobbyists with little to no hassle. IMO that is how it should be for ALL firearms. Of course the vast majority of firearms possesses by criminals were stolen serialized firearms, and broke probably a hundred gun laws, the few 80% builds recovered from criminals probably resulted in MORE laws being broken and ignored than if they were serialized, being all the other theft/possession charges still apply, but good chance there are manufacturing and possession of parts charges on top of it.
