Selling an out of state AR 15

My son in law lives in Stafford VA. He would like to sell his AR with a Spikes tactical le 16" upper with a PSA lower. It has about 300 rounds through it. Can it be sold in MD without being an HBar.

Interstate would need an ffl and would need to be MD compliant I believe.

No, because if a standard profile barrelled AR is sold in Maryland, earthquakes will happen and the state will fall into the Atlantic Ocean.
