    If that were the case, it would be illegal to:

    Disassemble a magazine for cleaning. Or
    Change out a follower spring with a new one.

    Because:

    The law does not state that it is illegal to modify an existing high capacity magazine, only that it is illegal to manufacture one.

    Which means that disassembly and reassembly is legal, but assembly of parts not already assembled constitutes manufacture.

    The difference is the intent to manufacture a new one from different set of parts with a higher capacity. Before an anti-gun judge and jury, it's a solid win.

    I figured if someone really wanted to be a prick about it, they could try to get you on reassembly after cleaning...or, if you have spare parts or don't reassemble, then is it constructive intent :shrug:

    Look at how we jumped on the fools whose intent was to destroy their AR, and ended up creating an unregistered single shot SBR.:rolleyes:

    My official policy is just not to clean ;)
