    After looking at the article, which the author should be commended for in gathering all the data to make his argument, the suggestion of a causal relationship is there, but it could be multifactorial. Even though the person (not the author) sounds like an anti in the comments (because he refers to Freddie Gray), it is correct that there could be a Stephanie Rawlings-Blake/Marilyn Mosby effect that also contributed to the level of violent crime in Baltimore. Rawlings-Blake made law enforcement stand down letting a full fledged riot occur (with residents given space to destroy). Maybe she thought it would have the effect of a firefighting strategy with a controlled burn to prevent the fire from jumping - but it instead signalled lawlessness was permissible (people are not inanimate combustible material - they think, react, are dynamic, and change strategies). Then Mosby went after law enforcement directly, such that the reaction was to naturally play it safe on enforcement. It's not unreasonable to consider both the change in 2A regulations in MD as well as the actions of the previous mayor and current states attorney in Baltimore helped precipitate the violent crime surge.

    That could have easily been him talking about Baltimore, but he wouldn't have been given 5+ minutes to speak about it to a committee. They would have dragged him out and told him to not come back.
