"Baltimore County police on Monday said they've arrested the man accused of sexually abusing a child on school grounds last week in Dundalk.
Royal Jamar Robert Quinn, 24, of the 3000 block of Wayne Avenue in West Baltimore, faces charges including attempted kidnapping, second-degree rape and third-degree sex offense."

"In 2013, Quinn, then 18, was charged in the fatal stabbing and beating of a 22-year-old man. Quinn ultimately pleaded guilty to second-degree murder and use of a deadly weapon with intent to injure. He served three years and nine months, according to online court records."

The murder wasn’t his first rodeo I’m sure. At a certain point in time we have to realize that there are people that shouldn’t be part of our society because they can’t follow the rules and prey on others. Put a bullet in the back of their heads or lock them up. The end.

A little while back there was a Balto City police shooting shown on body camera and the police won.
The victims brother was on TV blaming the correction system for letting him out of jail! The brother said "if he'd had been in jail where he belonged, he'd still be alive today"
There's some different angles to this argument. I'm thinking as long as nobody else got hurt, this was a logical outcome.

His brother does have a point. As a society we owe it to everyone to keep people locked away when they prove they can't control their actions.
