My brother who does not live in MD purchased a stripped Aero lower from Brownells for a build. He is going a different route and wants to get rid of it. Could I purchase it from him and transfer it without having an HQL? He wasn’t sure if Brownells sold it as a “pistol” or “other” lower. I know if it’s “other” I don’t need an HQL, but what about the rest, i.e 77r, 7 day wait, etc.
