Bulgarian Macarov without the circle 10

I just bought a Bulgarian Makarov that doesn't have the "circle 10" marking on it. Is there any significance to this? The date code, puts it at 1997. Aside from a tiny spec of rust, on the top of the slide, behind the rear sight, it is beautiful. What say the experts?

Also strange to me, is the markings look to have been scribed in, and not stamped.
