If you haven't already blasted the legislature concerning the major privacy breach involving our 77R's, please do so using the AGC tool. If you already have, do it again. For those unaware, here is the story. AGC is reporting ALARMINGLY FEW unique uses of the tool over the weekend. Get to work folks.
STEP TWO. Media bombing campaign.
PLEASE LISTEN CAREFULLY....
This has to be a FOCUSED message. We must focus on the breach of privacy. DO NOT talk about these non-MSP agencies performing background checks, they are not doing so. If you talk about the background check itself, the media members will simply reference the MSP press release stating that background checks are not being conducted by these folks.
FOCUS ON PII!!!! This widespread release of Personal Identifying Information is a MAJOR breach in privacy and the public trust. Maryland law and COMAR regulations DO NOT provide the MSP with the ability to "share" our Personal Identifying Information with people outside of the MSP. Remind them of the recent legislative audit that found the DoIT lacks adequate oversight over the "protection of personal information contained in IT systems of various state agencies." http://marylandreporter.com/2012/10/09/personal-information-vulnerable-on-state-computer-systems-auditors-find/
Again, you must focus on the sharing of your personal information, NOT BACKGROUND CHECKS. Make reference to past breaches and illegal activity of non-MSP employees (cite your sources!). Let them know you that you submitted the paperwork with the understanding that it would be SOLELY viewed by Maryland State Police employees who go through extensive background checks. You did not agree to provide your information to other agencies and their employees who do NOT undergo the same rigorous screening.
Remind them that the fact that these employees may view personal information during their daily duties, DOES NOT make this acceptable. If that were the criteria, our information could be shared among anyone and everyone who ever viewed a social security number. A "confidentiality" agreement isn't going to stop ANYONE intent on harm.
Let them know that we are deeply, deeply concerned that this isn't being covered in the media, despite thousands of Marylander's being impacted by the situation. Tell them how this impacts YOU! Identity theft, burglary, .gov and .mil, secret/top secret clearance... anything and everything. This could easily put firearms in the hands of criminals.
I have compiled a contact list of media folks who would be most likely to hear us out. Please email the entire list. Just copy and paste the ENTIRE list into the "BCC" field of your email. I've already separated them with semi-colons.
